При составлении рейтинга учитывались 66 показателей, оценивающих фактическое состояние тех или иных аспектов условий жизни, в том числе - доходы населения, занятость и ситуация на рынке труда, жилищные условия, безопасность, демография, экология и климат, здоровье населения и уровень образования. За год Рязанская область поднялась в рейтинге на 2 позиции. Возглавили его традиционно Москва, Санкт-Петербург и Московская область.
