False news often spreads via public groups, or chats, with potentially fatal effects. In 2020, officials ordered Telegram to pay a fine of $18.5 million and hand back much of the cash that it had raised. NEWS Oleksandra Matviichuk, a Kyiv-based lawyer and head of the Center for Civil Liberties, called Durov’s position "very weak," and urged concrete improvements. Lastly, the web previews of t.me links have been given a new look, adding chat backgrounds and design elements from the fully-features Telegram Web client.
