"Нам надо выдержать эту ситуацию: какие-то люди будут провоцировать, действовать вот таким образом, - заявил Хабиров, обращаясь к членам правительства региона и главам муниципалитетов. - А наша задача – защитить подавляющее большинство людей. Поэтому я прошу правоохранителей действовать в рамках своих полномочий, что они и делают. Главы муниципалитетов, я с вас это буду требовать. Это ваша работа".

And that is why they let people choose whether they want their messages to be encrypted or not. When not turned on, though, chats are stored on Telegram's services, which are scattered throughout the world. But it has "disclosed 0 bytes of user data to third parties, including governments," Telegram states on its website. Russian President Vladimir Putin launched Russia's invasion of Ukraine in the early-morning hours of February 24, targeting several key cities with military strikes. Messages are not fully encrypted by default. That means the company could, in theory, access the content of the messages, or be forced to hand over the data at the request of a government. Asked about its stance on disinformation, Telegram spokesperson Remi Vaughn told AFP: "As noted by our CEO, the sheer volume of information being shared on channels makes it extremely difficult to verify, so it's important that users double-check what they read."
