Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov. Again, in contrast to Facebook, Google and Twitter, Telegram's founder Pavel Durov runs his company in relative secrecy from Dubai. At this point, however, Durov had already been working on Telegram with his brother, and further planned a mobile-first social network with an explicit focus on anti-censorship. "He has kind of an old-school cyber-libertarian world view where technology is there to set you free," Maréchal said. Perpetrators of such fraud use various marketing techniques to attract subscribers on their social media channels.
