Закир Мусаев родился 1 января 1925 года в селе Старый Икан ЮКО. В 1943 году в возрасте 18 лет добровольно отправился на фронт. Дважды получил ранения. За военные подвиги его наградили орденами Отечественной войны, Красной Звезды и 13 боевыми медалями.
После войны Закир Мусаев до 1950 года служил в подразделении охраны в Дрездене. Вернувшись на родину, работал бухгалтером. Вместе с супругой воспитал четырех дочерей и сына.
