In the United States, Telegram's lower public profile has helped it mostly avoid high level scrutiny from Congress, but it has not gone unnoticed. Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov. As a result, the pandemic saw many newcomers to Telegram, including prominent anti-vaccine activists who used the app's hands-off approach to share false information on shots, a study from the Institute for Strategic Dialogue shows. For example, WhatsApp restricted the number of times a user could forward something, and developed automated systems that detect and flag objectionable content. However, the perpetrators of such frauds are now adopting new methods and technologies to defraud the investors.
