But it also offers open channels that enable a single user, or a group of users, to communicate with large numbers in a method similar to a Twitter account. Meanwhile, the company which owns Telegram is registered in the British Virgin Islands. The Security Service of Ukraine said in a tweet that it was able to effectively target Russian convoys near Kyiv because of messages sent to an official Telegram bot account called "STOP Russian War."
