Наукометрическая библиотека в НЦ НИУ ВШЭ

Вчера в Наукометрическом центре ВШЭ состоялось знаковое событие: было положено начало наукометрической библиотеки! Наша подписчица, пожелавшая остаться неизвестной, передала нам в дар Essays of an Information Scientist — собрание сочинений Юджина Гарфилда, на работы которого регулярно ссылаемся в нашей рубрике «История наукометрии». В них собраны публикации, благодаря которым был заложен теоретический фундамент наукометрии, какой мы видим ее сейчас. Кроме того, в одном из томов присутствует факсимильная подпись Гарфилда, невероятно ценная и воодушевляющая.

Мы благодарим анонимную подписчицу и планируем активно работать с сочинениями Юджина Гарфилда!

Telegram boasts 500 million users, who share information individually and in groups in relative security. But Telegram's use as a one-way broadcast channel — which followers can join but not reply to — means content from inauthentic accounts can easily reach large, captive and eager audiences. Telegram was co-founded by Pavel and Nikolai Durov, the brothers who had previously created VKontakte. VK is Russia’s equivalent of Facebook, a social network used for public and private messaging, audio and video sharing as well as online gaming. In January, SimpleWeb reported that VK was Russia’s fourth most-visited website, after Yandex, YouTube and Google’s Russian-language homepage. In 2016, Forbes’ Michael Solomon described Pavel Durov (pictured, below) as the “Mark Zuckerberg of Russia.” On February 27th, Durov posted that Channels were becoming a source of unverified information and that the company lacks the ability to check on their veracity. He urged users to be mistrustful of the things shared on Channels, and initially threatened to block the feature in the countries involved for the length of the war, saying that he didn’t want Telegram to be used to aggravate conflict or incite ethnic hatred. He did, however, walk back this plan when it became clear that they had also become a vital communications tool for Ukrainian officials and citizens to help coordinate their resistance and evacuations. "Your messages about the movement of the enemy through the official chatbot … bring new trophies every day," the government agency tweeted. Official government accounts have also spread fake fact checks. An official Twitter account for the Russia diplomatic mission in Geneva shared a fake debunking video claiming without evidence that "Western and Ukrainian media are creating thousands of fake news on Russia every day." The video, which has amassed almost 30,000 views, offered a "how-to" spot misinformation.
