А мне кажется, отсюда куда-то выпала и затерялась одна важная деталь - кто дал сертификаты о знании русского языка людям, не владеющим русским языком? Ведь тут налицо - преступление, и в каждому случае его не сложно расследовать. Покупатели не менее виновны, чем продавцы. Те, по крайней мере, не продают свою страну
