Количество медицинских учреждений, имеющих право на проведение операций по забору, заготовке и трансплантации органов и тканей, увеличилось с 173 до 177. В этот список вошли такие региональные клиники, как Тульский областной клинический онкологический диспансер, Архангельская областная клиническая больница, Детский городской многопрофильный клинический специализированный центр высоких медицинских технологий в Санкт-Петербурге и Первая республиканская клиническая больница Минздрава Удмуртской Республики.
Число федеральных клиник осталось неизменным.

He did, however, walk back this plan when it became clear that they had also become a vital communications tool for Ukrainian officials and citizens to help coordinate their resistance and evacuations.
