In 2020, officials ordered Telegram to pay a fine of $18.5 million and hand back much of the cash that it had raised. For example, WhatsApp restricted the number of times a user could forward something, and developed automated systems that detect and flag objectionable content. Now safely in France with his spouse and three of his children, Kliuchnikov scrolls through Telegram to learn about the devastation happening in his home country. Two days after Russia invaded Ukraine, an account on the Telegram messaging platform posing as President Volodymyr Zelenskiy urged his armed forces to surrender. Soloviev also promoted the channel in a post he shared on his own Telegram, which has 580,000 followers. The post recommended his viewers subscribe to "War on Fakes" in a time of fake news.
