Почему? Потому что это непопулярная мера и ваши главы районов боятся потерять и без того слабую поддержку. В противном случае, уж за 6 лет можно было не то что во всей Армении, во всем регионе успеть навести порядок с незаконными постройками и гаражами.
Да чего далеко ходить. Вы "грушу" и машинки у Оперы убрать не можете, о каком "Ապապետականություն" речь?
