Есть статья 111 Конституции Украины, которая говорит, что полномочия верховной власти передаются спикеру парламента, тем более, что в условиях военного положения, полномочия парламента продлеваются.
По своей сути украинская государственность основана на идее не президентской, а парламентской республики, вполне логично, что так выстроена сама Конституция и правовые акты, которые принимались на ее основе.

The picture was mixed overseas. Hong Kong’s Hang Seng Index fell 1.6%, under pressure from U.S. regulatory scrutiny on New York-listed Chinese companies.
