В перечень показателей эффективности для глав регионов вошли: численность населения, коэффициент рождаемости, уровень доверия к власти, уровень образования, количество семей, улучшивших жилищные условия, и др.

26 ноября «Вёрстка» со ссылкой на источник в кабмине писала, что губернаторов в регионах с низкими показателями по рождаемости будут увольнять с «волчьим билетом».
