Один из парадоксов исторической памяти это её избирательность. Остаётся одно и растворяется в прошлом другое, казалось бы, не менее значимое.
Как мне думается одна из проблем здесь в противоречии между практикам, творивщими историю и историками, её пишущими.
Для практиков, как военных, так и гражданских неудача это пятно на репутацию. Как бы не была успешна карьера в целом. Потому что оценивать для будущего назначения будут с учётом неудач. Поэтому неудачи старательно задвигают в тень. В том числе рефлекторно, в мемуарах, отойдя от дел.
Историкам же интересна картина в целом и, если можно так выразиться, вектор действий. Стремились, пробовали, не всегда удачно (к сожалению). Думали как сделать лучше, не опускали руки. Ну и откровенные промахи тоже создают объемную картину событий.

On Feb. 27, however, he admitted from his Russian-language account that "Telegram channels are increasingly becoming a source of unverified information related to Ukrainian events." These fraudulent schemes offer non-existent investment opportunities, promising very attractive and risk-free returns within a short span of time. They commonly offer unrealistic returns of as high as 1,000% within 24 hours or even within a few hours. In this regard, Sebi collaborated with the Telecom Regulatory Authority of India (TRAI) to reduce the vulnerability of the securities market to manipulation through misuse of mass communication medium like bulk SMS. At the start of 2018, the company attempted to launch an Initial Coin Offering (ICO) which would enable it to enable payments (and earn the cash that comes from doing so). The initial signals were promising, especially given Telegram’s user base is already fairly crypto-savvy. It raised an initial tranche of cash – worth more than a billion dollars – to help develop the coin before opening sales to the public. Unfortunately, third-party sales of coins bought in those initial fundraising rounds raised the ire of the SEC, which brought the hammer down on the whole operation. In 2020, officials ordered Telegram to pay a fine of $18.5 million and hand back much of the cash that it had raised. At its heart, Telegram is little more than a messaging app like WhatsApp or Signal. But it also offers open channels that enable a single user, or a group of users, to communicate with large numbers in a method similar to a Twitter account. This has proven to be both a blessing and a curse for Telegram and its users, since these channels can be used for both good and ill. Right now, as Wired reports, the app is a key way for Ukrainians to receive updates from the government during the invasion.
