Участников семинара приветствовал мэр муниципального образования Сергей Гурьянов. Перед началом семинара он вручил благодарственное письмо Губернатора Сахалинской области члену Ногликской ТИК Елене Лисиной за заслуги в проведении аыборов.

Секретарь избирательной комиссии Сахалинской области Марина Андриянова рассказала о тренировке по использованию личных кабинетов организаторов выборов, в которой участвуют председатели, заместители председателей и секретари всех избирательных комиссий области.
