Построен в 1971—1982 гг. по проекту Московского государственного союзного проектного института (МГСПИ) при Министерстве электронной промышленности СССР. Архитекторы: Иоганн Григорьевич Гохарь-Хармандарян (1922—1977), Ю.И. Никифоров, Л.С. Масолкина. Инженеры: М.В. Любопытов, Ю.П. Румянцев. В настоящее время уничтожается.

Recently, Durav wrote on his Telegram channel that users' right to privacy, in light of the war in Ukraine, is "sacred, now more than ever." Artem Kliuchnikov and his family fled Ukraine just days before the Russian invasion. In the United States, Telegram's lower public profile has helped it mostly avoid high level scrutiny from Congress, but it has not gone unnoticed. Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov.
