In the United States, Telegram's lower public profile has helped it mostly avoid high level scrutiny from Congress, but it has not gone unnoticed. Official government accounts have also spread fake fact checks. The video, which has amassed almost 30,000 views, offered a "how-to" spot misinformation. But because group chats and the channel features are not end-to-end encrypted, Galperin said user privacy is potentially under threat. Andrey, a Russian entrepreneur living in Brazil who, fearing retaliation, asked that NPR not use his last name, said Telegram has become one of the few places Russians can access independent news about the war. False news often spreads via public groups, or chats, with potentially fatal effects.
