Питомники за счет госбюджета - всего лишь очередная возможность попила бюджета. В такой ситуации владельцам питомников будет крайне не выгодно, чтобы бездомные собаки с улиц пропали, а то денежный поток закончится. А собаки на улицах городов и поселков продолжат грызть детей, женщин, стариков.
