Meanwhile, the company which owns Telegram is registered in the British Virgin Islands. However, the perpetrators of such frauds are now adopting new methods and technologies to defraud the investors. Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov. In the past, it was noticed that through bulk SMSes, investors were induced to invest in or purchase the stocks of certain listed companies. "Your messages about the movement of the enemy through the official chatbot … bring new trophies every day," the government agency tweeted.
