Из лицензии следует, что временное исключение из санкционного режима распространяется на проекты, запущенные до включения ГПБ в SDN-лист 21 ноября 2024 года. Речь может идти, например, о транзакциях, связанных с добычей/обогащением урана и производством топлива для АЭС. В отношении новых проектов (Пакш-2 в Венгрии и т.д.) лицензия не действует.

Although some channels have been removed, the curation process is considered opaque and insufficient by analysts. Apparently upbeat developments in Russia's discussions with Ukraine helped at least temporarily send investors back into risk assets. Russian President Vladimir Putin said during a meeting with his Belarusian counterpart Alexander Lukashenko that there were "certain positive developments" occurring in the talks with Ukraine, according to a transcript of their meeting. Putin added that discussions were happening "almost on a daily basis." The original Telegram channel has expanded into a web of accounts for different locations, including specific pages made for individual Russian cities. There's also an English-language website, which states it is owned by the people who run the Telegram channels.
