Также в случае принудительного изъятия земли размер компенсации будет эквивалентен рыночной стоимости земли, а для аренды государственных земель будут введены публичные торги.
В то же время местные советы будут принимать решение об отнесении орошаемых или осушенных земель к неорошаемым. При этом работы по содержанию пастбищ и сенокосов будут осуществляться за счет сумм, ежегодно вносимых арендаторами, под контролем местных органов власти.
