Программа модернизации американских крейсеров класса Ticonderoga обернулась финансовым провалом. Из $3,7 млрд, вложенных в ремонт с 2015 по 2023 год, почти $1,84 млрд потрачено впустую. Четыре корабля («Hugh City», «Anzio», «Cowpens» и «Vicksburg») списаны без возвращения в строй.
Причины провала: 🟡 Отсутствие плана и стратегии. Не разработаны документы по оценке рисков, управлению проектом и контролю затрат. Это привело к хаосу — 9000 изменений в контрактах увеличили сроки и стоимость.
