Artem Kliuchnikov and his family fled Ukraine just days before the Russian invasion. "Your messages about the movement of the enemy through the official chatbot … bring new trophies every day," the government agency tweeted. The fake Zelenskiy account reached 20,000 followers on Telegram before it was shut down, a remedial action that experts say is all too rare. Telegram, which does little policing of its content, has also became a hub for Russian propaganda and misinformation. Many pro-Kremlin channels have become popular, alongside accounts of journalists and other independent observers. In the United States, Telegram's lower public profile has helped it mostly avoid high level scrutiny from Congress, but it has not gone unnoticed.
