Комиссия Госдумы по регламенту предложила Совету Думы рассмотреть вопрос неисполнения депутатом Юрием Напсо обязанности лично присутствовать на пленарных заседаниях и заседаниях комитета. Думские комиссии Госдумы по мандатным вопросам и по вопросам депутатской этики данный вопрос поддержали. В связи с тем, что Напсо около двух лет не принимал личного участия в работе Госдумы и находится за пределами России.
