Back in 2015, Vox described Telegram as βISISβ app of choice,β saying that the platformβs real use is the ability to use channels to distribute material to large groups at once. Telegram has acted to remove public channels affiliated with terrorism, but Pavel Durov reiterated that he had no business snooping on private conversations. The picture was mixed overseas. Hong Kongβs Hang Seng Index fell 1.6%, under pressure from U.S. regulatory scrutiny on New York-listed Chinese companies. Stocks were more buoyant in Europe, where Frankfurtβs DAX surged 1.4%. Fridayβs performance was part of a larger shift. For the week, the Dow, S&P 500 and Nasdaq fell 2%, 2.9%, and 3.5%, respectively. For example, WhatsApp restricted the number of times a user could forward something, and developed automated systems that detect and flag objectionable content. Although some channels have been removed, the curation process is considered opaque and insufficient by analysts.
