Весьма интересный закон принят в Ярославской области. Согласно ему налог на имущество уменьшается на суммы, перечисленные в бюджеты в рамках госпрограммы развития сельских территорий. И всё бы ничего, но уменьшение происходит с повышающим коэффициентом 1,25.
То есть вместо того, чтобы собрать полную сумму налога и профинансировать из неё необходимые мероприятия, регион разрешает часть из неё просто назвать финансовой поддержкой бюджета и в итоге заплатить меньше.
С такой логикой законодателя откровенно говоря сталкиваюсь впервые, интересно было бы посмотреть финансово-экономическое обоснование. Но закон принят депутатами и подписан губернатором и, стало быть, всё правильно. В том числе с точки зрения бюджетного эффекта.

The channels can be followed by an unlimited number of people. Unlike Facebook, Twitter and other popular social networks, there is no advertising on Telegram and the flow of information is not driven by an algorithm. Telegram has become more interventionist over time, and has steadily increased its efforts to shut down these accounts. But this has also meant that the company has also engaged with lawmakers more generally, although it maintains that it doesn’t do so willingly. For instance, in September 2021, Telegram reportedly blocked a chat bot in support of (Putin critic) Alexei Navalny during Russia’s most recent parliamentary elections. Pavel Durov was quoted at the time saying that the company was obliged to follow a “legitimate” law of the land. He added that as Apple and Google both follow the law, to violate it would give both platforms a reason to boot the messenger from its stores.
