Telegram, which does little policing of its content, has also became a hub for Russian propaganda and misinformation. In this regard, Sebi collaborated with the Telecom Regulatory Authority of India (TRAI) to reduce the vulnerability of the securities market to manipulation through misuse of mass communication medium like bulk SMS. On Feb. 27, however, he admitted from his Russian-language account that "Telegram channels are increasingly becoming a source of unverified information related to Ukrainian events." Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov. Sebi said data, emails and other documents are being retrieved from the seized devices and detailed investigation is in progress.
