On Telegramβs website, it says that Pavel Durov βsupports Telegram financially and ideologically while Nikolai (Duvov)βs input is technological.β Currently, the Telegram team is based in Dubai, having moved around from Berlin, London and Singapore after departing Russia. Meanwhile, the company which owns Telegram is registered in the British Virgin Islands. Telegram has gained a reputation as the βsecureβ communications app in the post-Soviet states, but whenever you make choices about your digital security, itβs important to start by asking yourself, βWhat exactly am I securing? And who am I securing it from?β These questions should inform your decisions about whether you are using the right tool or platform for your digital security needs.
