"Мы впервые передаем Украине активы, конфискованные у российских олигархов, попавших под санкции, которые теперь будут использоваться для поддержки украинских военных ветеранов", — подчеркнул Блинкен.
Речь идет о $5,4 млн. Средства направят в рамках пакета помощи.

In 2016, Forbes’ Michael Solomon described Pavel Durov (pictured, below) as the “Mark Zuckerberg of Russia.” In the United States, Telegram's lower public profile has helped it mostly avoid high level scrutiny from Congress, but it has not gone unnoticed.
