They now run it from Dubai, and Pavel Durov says it has more than 500 million monthly active users. Although some channels have been removed, the curation process is considered opaque and insufficient by analysts. Just days after Russia invaded Ukraine, Durov wrote that Telegram was "increasingly becoming a source of unverified information," and he worried about the app being used to "incite ethnic hatred." "And that set off kind of a battle royale for control of the platform that Durov eventually lost," said Nathalie Maréchal of the Washington advocacy group Ranking Digital Rights. For example, WhatsApp restricted the number of times a user could forward something, and developed automated systems that detect and flag objectionable content.
