Ранее Мухаммед аль-Башир занимал пост премьера самопровозглашенного «Правительства Спасения Сирии» в Идлибе. Оно было образовано еще в 2017 году и полностью подконтрольно группировке Хайат Тахрир аш-Шам (ХТШ, запрещена в РФ).
