The International Criminal Court issued arrest warrants for two top Russian military figures who led the war on Ukraine for alleged crimes against humanity and war crimes, it announced Tuesday.
Former defense minister Sergei Shoigu and the chief of the staff of the Russian Armed Forces Valery Gerasimov were named in the warrants for their attacks on civilian infrastructure in particular.
The action comes after the court — to which Russia is not a signatory — last year issued indictments against President Vladimir Putin and his Commissioner for Children’s Rights Maria Lvova-Belova, over the removal of Ukrainian children to Russia.

Perpetrators of these scams will create a public group on Telegram to promote these investment packages that are usually accompanied by fake testimonies and sometimes advertised as being Shariah-compliant. Interested investors will be asked to directly message the representatives to begin investing in the various investment packages offered. It is unclear who runs the account, although Russia's official Ministry of Foreign Affairs Twitter account promoted the Telegram channel on Saturday and claimed it was operated by "a group of experts & journalists." The gold standard of encryption, known as end-to-end encryption, where only the sender and person who receives the message are able to see it, is available on Telegram only when the Secret Chat function is enabled. Voice and video calls are also completely encrypted. Under the Sebi Act, the regulator has the power to carry out search and seizure of books, registers, documents including electronics and digital devices from any person associated with the securities market. On Feb. 27, however, he admitted from his Russian-language account that "Telegram channels are increasingly becoming a source of unverified information related to Ukrainian events."
