Допускаю, что это название не власти Самары придумали, а организаторы шоу, какая-нибудь коммерческая структура. Но это ничего не оправдывает. Суверенитет он в головах. Хорошо хоть Дед Мороз не Санта на третьем году принципиальнейшей "войны с Западом" за суверенитет.
