We are back with another note on Kostamus authored together with Mikhail Arkhipov. As Mikhail is continuing his forays into what is a true modernist gem of this Karelian town, the Druzhba Cultural Center, to officially photograph its interiors and is badgering the authorities with requests for information, let us wish him good luck in his struggles and take a look at the outpatient medical center and Kostamus's first shopping mall in the meantime.

The outpatient medical center was opened on June 14th, 1984 and was intended to manage a caseload of 600 patients per shift. Medical equipment was provided by Medicor, Hungary, while all of the furnishings were supplied by Finland as part of the contract with the USSR making the center a gesamtuknstwerk of the 1980s. Its orange furniture, which has survived over 40 years in use, is something that sets this medical center apart from similar institutions elsewhere. By the way, the entrance also remains almost intact, but for its sides, which, sadly, have been covered with vinyl siding.

Perpetrators of these scams will create a public group on Telegram to promote these investment packages that are usually accompanied by fake testimonies and sometimes advertised as being Shariah-compliant. Interested investors will be asked to directly message the representatives to begin investing in the various investment packages offered. In February 2014, the Ukrainian people ousted pro-Russian president Viktor Yanukovych, prompting Russia to invade and annex the Crimean peninsula. By the start of April, Pavel Durov had given his notice, with TechCrunch saying at the time that the CEO had resisted pressure to suppress pages criticizing the Russian government. Asked about its stance on disinformation, Telegram spokesperson Remi Vaughn told AFP: "As noted by our CEO, the sheer volume of information being shared on channels makes it extremely difficult to verify, so it's important that users double-check what they read." So, uh, whenever I hear about Telegram, it’s always in relation to something bad. What gives? The company maintains that it cannot act against individual or group chats, which are “private amongst their participants,” but it will respond to requests in relation to sticker sets, channels and bots which are publicly available. During the invasion of Ukraine, Pavel Durov has wrestled with this issue a lot more prominently than he has before. Channels like Donbass Insider and Bellum Acta, as reported by Foreign Policy, started pumping out pro-Russian propaganda as the invasion began. So much so that the Ukrainian National Security and Defense Council issued a statement labeling which accounts are Russian-backed. Ukrainian officials, in potential violation of the Geneva Convention, have shared imagery of dead and captured Russian soldiers on the platform.
