Сейчас всё чаще говорят о борьбе с этнической преступностью, незаконной миграцией и другими преступлениями (о последней категории меньше, т.к. не так хайпово), но редко упоминают о колоссальном некомплекте правоохранителей. Особенно в крупных городах, где нагрузка всегда больше.
И это беда не только МВД. СК, ФСБ и другие силовики испытывают кадровый голод. Все мы понимаем, что увольняются из тех подразделений, которые выполняют непосредственную функцию органа. Т.н. «первичное звено».
Проблеме уж добрый десяток лет, но замечать её будто бы стали только что.

You may recall that, back when Facebook started changing WhatsApp’s terms of service, a number of news outlets reported on, and even recommended, switching to Telegram. Pavel Durov even said that users should delete WhatsApp “unless you are cool with all of your photos and messages becoming public one day.” But Telegram can’t be described as a more-secure version of WhatsApp. The original Telegram channel has expanded into a web of accounts for different locations, including specific pages made for individual Russian cities. There's also an English-language website, which states it is owned by the people who run the Telegram channels. The SC urges the public to refer to the SC’s I nvestor Alert List before investing. The list contains details of unauthorised websites, investment products, companies and individuals. Members of the public who suspect that they have been approached by unauthorised firms or individuals offering schemes that promise unrealistic returns On Telegram’s website, it says that Pavel Durov “supports Telegram financially and ideologically while Nikolai (Duvov)’s input is technological.” Currently, the Telegram team is based in Dubai, having moved around from Berlin, London and Singapore after departing Russia. Meanwhile, the company which owns Telegram is registered in the British Virgin Islands. In addition, Telegram now supports the use of third-party streaming tools like OBS Studio and XSplit to broadcast live video, allowing users to add overlays and multi-screen layouts for a more professional look.
