Размещённую сейчас Концепцию нужно полностью перерабатывать, поскольку: - написана крайне слабо; - имеет недостоверную информацию; - не формирует понятную картину будущего и представляет собой набор разрозненных мыслей.
Вообще Концепция не является обязательным документом в структуре документов транспортного планирования и нужна сейчас миндору лишь «для отчёта» перед Губернатором края после его ежегодного послания 23 мая 2024 года.
