Создание ЭПР обсуждалось еще во время поездки полпреда президента в Приволжском ФО Игоря Комарова в Самарскую область. Данный режим позволит использовать БПЛА, которые могут быть успешно интегрированы в экономику, включая транспортную, сельскохозяйственную отрасли и др.
