Совет Федераций первый орган российской власти, который уже получил для тестирования телефоны и планшеты с российской операционной системой «Аврора». Проект отечественной операционной системы «Аврора» развивает «Ростелеком». На программу будет необходимо 480 миллиардов рублей. Проект развития принадлежащей «Ростелекому» ОС подразумевает выпуск российскими производителями около 70 млн смартфонов на ней.
