Получилось заказать TSE
1 Ранее через cl@ve не получилось тк не гражданин ЕС
2 написали брать ситу https://sede.legal/citas/tarragona/seguridad-social/
2.1 на сайте выпадает ошибка-не взять
2.2 по телефону 901106570 отправляет на сайт
2.3 можно попробовать через приложение seg-social https://apps.apple.com/app/id588735873 если есть cl@ve permanent
3 пошел ногами в Instituto Nacional De La Seguridad Social
4 на входе говорим что ситу не взять и идем на ресепшен
5 стоим в очереди
6 отдаем TIE и говорим что нужно TSE
6.1 у меня оказался какой-то странный NIE и по нему не получалось заказать, над проблемой билось трое, нашли что нужно вбивать ssn
7 карточку заказали и сказали должна прийти на почту
