Meanwhile, the company which owns Telegram is registered in the British Virgin Islands. Founder Pavel Durov says tech is meant to set you free Ukrainian President Volodymyr Zelensky said in a video message on Tuesday that Ukrainian forces "destroy the invaders wherever we can."
