В результате несанкционированного водоразбора (слива) теплоносителя (горячей воды) из системы отопления (батарей, труб) происходит разбалансировка всей системы, нарушаются гидравлический и тепловой режимы, восстановление которых требуют дополнительных затрат.
За несанкционированный слив горячей воды из системы отопления для граждан предусмотрена административная ответственность в виде штрафа до 15 000 рублей; на должностных лиц до 80 000 рублей или дисквалификацию на срок от одного года до двух лет; на юридических лиц до 200 000 рублей. (ч.1 ст.7.19 КоАП РФ).
