На встрече с руководителями думских фракций президент Владимир Путин заявил, что Россия пока не предпринимала серьезных действий в ходе спецоперации на Украине, но остается открытой для переговорного процесса.
"Сегодня мы слышим, что нас хотят победить на поле боя. Что здесь скажешь, пусть попробуют. Мы уже много раз слышали, что Запад хочет воевать с нами до последнего украинца. Это трагедия для украинского народа, но, похоже, все к этому идет. Все должны знать, что мы по большому счету всерьез пока еще ничего не начинали. При этом мы не отказываемся и от мирных переговоров. Но те, кто отказываются, должны знать, что чем дальше, тем сложнее им будет с нами договариваться", - сказал Владимир Путин.

He urged users to be mistrustful of the things shared on Channels, and initially threatened to block the feature in the countries involved for the length of the war, saying that he didn’t want Telegram to be used to aggravate conflict or incite ethnic hatred. He did, however, walk back this plan when it became clear that they had also become a vital communications tool for Ukrainian officials and citizens to help coordinate their resistance and evacuations. Messages are not fully encrypted by default. That means the company could, in theory, access the content of the messages, or be forced to hand over the data at the request of a government. The next bit isn’t clear, but Durov reportedly claimed that his resignation, dated March 21st, was an April Fools’ prank. TechCrunch implies that it was a matter of principle, but it’s hard to be clear on the wheres, whos and whys. Similarly, on April 17th, the Moscow Times quoted Durov as saying that he quit the company after being pressured to reveal account details about Ukrainians protesting the then-president Viktor Yanukovych. "There is a significant risk of insider threat or hacking of Telegram systems that could expose all of these chats to the Russian government," said Eva Galperin with the Electronic Frontier Foundation, which has called for Telegram to improve its privacy practices.
