Файзуллин отметил, что в стране много аварийного жилья, 23 миллиона квадратных метров непригодны для проживания. Одним из способов улучшения ситуации может стать возобновление системы технического учета, как в СССР. Он также указал на перегруженность надзорных органов из-за низкой оплаты труда.
Для решения проблемы был запущен мониторинг кадровых потребностей в ЖКХ. Предварительные результаты показали, что нехватка кадров составляет около 20 процентов. Наиболее дефицитные специальности – слесари и дворники.
