Основной иностранный язык по образованию у Токаева китайский, но в те годы (ещё четыре месяца до смерти Мао Цзэдуна) отношения с КНР были в низкой фазе. К тому же в Сингапуре тоже говорят по-китайски, и многие советские китаисты работали или стажировались именно здесь.

Принятия варианта с дефисом позволяет чётко разделить две части имени: арабского происхождения (Касым) и казахского происхождения (Жомарт), причём именно Жомарт является в данном случае ведущим.
