Pavel Durov, Telegram's CEO, is known as "the Russian Mark Zuckerberg," for co-founding VKontakte, which is Russian for "in touch," a Facebook imitator that became the country's most popular social networking site. So, uh, whenever I hear about Telegram, itโs always in relation to something bad. What gives? Telegram, which does little policing of its content, has also became a hub for Russian propaganda and misinformation. Many pro-Kremlin channels have become popular, alongside accounts of journalists and other independent observers. Perpetrators of such fraud use various marketing techniques to attract subscribers on their social media channels. "The argument from Telegram is, 'You should trust us because we tell you that we're trustworthy,'" Marรฉchal said. "It's really in the eye of the beholder whether that's something you want to buy into."
