Правозащитница Галина Старовойтова была застрелена в ночь на 21 ноября 1998 года в подъезде своего дома на набережной канала Грибоедова. По версии следствия, преступление совершили по политическим мотивам. Заказчик убийства до сих пор не найден.

Старовойтова известна многолетней борьбой за права и свободы российских граждан. Она принимала участие в разработке законов «О реабилитации жертв политических репрессий», «Об альтернативной гражданской службе», «О свободе совести и о религиозных объединениях», «О правах национально-культурных объединений» и многих других.
