Запрет был введен в ответ на экспортные ограничения, введенные США в отношении китайских компаний, связанных с полупроводниками. Ограничения усиливают те меры, которые Китай уже вводил на экспорт критически важных для экономики США металлов, которые Пекин начал вводить в прошлом году.
