Только что закончилось заседание КЧС города ( комиссии по чрезвычайным ситуациям ). Прослушана информация Управления по делам ГО и ЧС города, департамента ЖКХ, отдела охраны здоровья , КЗХ о количестве обращений в связи с агрессивным поведением безнадзорных животных . ЧС введено с 18:00 19 сентября. Будут приняты все меры по обеспечению безопасности горожан. Все обращения просьба направлять в ЕДДС города по телефону 112.

He did, however, walk back this plan when it became clear that they had also become a vital communications tool for Ukrainian officials and citizens to help coordinate their resistance and evacuations.
