Всё так и есть. Мы пишем об этом много лет. В разной степени, это характерно для всего СНГ, в большей степени для средней азии. Чем беднее страна, тем больше они обвиняют Россию и русских во всех своих бедах. Вспомнить хотя бы безумные выпады президента Таджикистана Рахмона.
Всё это должно учитываться в миграционной политике, но к сожалению не учитывается.
